My dear Minister,

I have just this moment arrived back from a short visit to

Hongkong and hasten to forward to you the enclosed letter from General

Flo Shai-lai.

I had some conversation with General Ho in Hong Kong he has

now returned to Canton- and he asked me to assure you that he is

absolutely satisfied with the arrangements being made by the Hong Kong

authorities for the transfer of Chinese tops through Hong Kong to

other points on the China coasts I gather from General Ho that he

has perceived some doubt upon this point in Chungking and that he

wishes these doubts to be dissipated.

I myself saw the arrangements

General Festing is making for the movement of these Chinese troops and

I believe that they will in fact be satisfactory. No doubt all these

matters are also explained in General Ho's letter.
